The white paper is divided into three parts:
- Background on invasive plants including threats to biodiversity, impacts and management costs
- Regulations in Canada, international obligations and misinterpretations of International Standards
- Recommendations for change, including labelling, building risk capacity, a National Database and Education
It is also accompanied by robust appendices which dive deeper into the current state of plant protection in Canada and abroad:
